The Contracts and Procurement Department is the central buying agency for the City and manages 5 essential City services: Purchasing, Contracts, P-Card Services, Messenger Services and the City Warehouse.

Heather Hurlbert is the Director of Finance and Business Analysis. Ms. Hurlbert has over 20 years of accounting and financial reporting experience in public accounting, private industry, and government. Prior to joining the City of Corpus Christi, she spent more than a decade with the City of San Marcos where she served four years as the Assistant Director and prior to being promoted to Director.
During her time as Director, Ms. Hurlbert oversaw the function areas of accounting, purchasing, cash management, utility billing, grants, payroll and mail services and was responsible for coordinating, preparing, and producing the annual operating and capital budget, as well as a multi-year financial plan.
Ms. Hurlbert holds a Bachelor of Business Accounting from The University of Texas San Antonio. She holds the designation of Certified Government Finance Officer and is a Certified Public Accountant. She is active in the Texas Municipal League, Government Finance Officers Association, Government Finance Officers of Texas, and Texas Women in Public Finance. She serves as Vice President of Government Treasurers Organization of Texas and is a member of the advisory board for the Texas Class Government Investment Pool.
