The Contracts and Procurement Department is the central buying agency for the City and manages 5 essential City services: Purchasing, Contracts, P-Card Services, Messenger Services and the City Warehouse.
The mission of the Contracts and Procurement Department is to raise the bar in providing quality goods and services the City needs to run its operations through increased efficiencies and cost savings.
The Contracts and Procurement Department was created as a separate department in 2019 and was formerly a part of the Finance Department.

The City of Corpus Christi uses a supplier portal to make it more efficient for vendors and bidders to do business with the City.
It is the responsibility of the Contracts and Procurement Department to purchase equipment, materials, and supplies and to procure services needed by the various City departments.
The Messenger Services Division receives and distributes mail to departments. The Postage Services Division applies postage to mail, tracks mail and charges departments for usage.
The City’s warehouse is responsible for stocking items that are needed by departments on a daily basis and are fairly standardized in nature.
Kim Baker, Director of Contracts and Procurement, brings over 32 years of experience to the City of Corpus Christi, with experience in municipal governments and the transportation industry. At the City of Corpus Christi, she has experience overseeing the purchasing and contracts management area, which includes managing the City’s purchasing group, contract management, the warehouse operations and the mail distribution operation. Her responsibiliities include managing a $7 million budget for these divisions and just under $400 million in purchasing annually.
Kim has extensive experience managing large projects and capital development programs to include purchasing, project controls, contract management, change management, and program management for public agencies. She has fifteen years of experience with large capital development programs at DFW and LAX International Airports. Additionally she brings eleven years working large scale highway and bridge projects for TXDOT, and three years in the transit industry dealing with heavy commuter rail with the Fort Worth Transportation Authority and Southern California Regional Rail Authority.
