The Pedestrian Hybrid Beacon, or PHB, is an overhead signal-beacon designed to help pedestrians safely cross a busy street. A PHB signal works like any other push-button activated pedestrian, a red signal will appear allowing pedestrians to cross safely with a WALK signal.

We have two PHB Signals currently located in our city.
- North Staples Street between Lipan Street and Leopard Street in front of City Hall and the Regional Transportation Authority Stop.
- Ocean Drive at intersection of Ocean Drive and Del Mar Boulevard in front of Cole Park
How to use the PHB:
- NO LIGHT
Drivers can proceed through the crosswalk without stopping.
- “FLASHING YELLOW” LIGHT
Warns drivers approaching the crosswalk the PHB has been activated and to prepare for pedestrian crossing.
- “SOLID YELLOW” LIGHT
Warns drivers approaching the crosswalk to prepare to stop.
- “SOLID RED” LIGHT
Drivers are required to stop for pedestrian crossing. - “FLASHING RED” LIGHT
Drivers are to stop and may proceed through the crosswalk when it is clear of pedestrians.
- NO LIGHT
Drivers can proceed through the crosswalk without stopping until the PHB is activated by a pedestrian.
