Terms
To provide advice on cable television issues and to coordinate and promote the use of public access QualificationsMembers must be residents of Corpus Christi. No person or employee with ownership interest in a cable communications franchise granted by the City shall be eligible for membership on the commission. Each commission member shall be at the time of appointment, or shall become within 30 days after appointment or the availability of cable service, a subscriber to a cable communications system holding a franchise in the City.

| Powers and Duties
Advise the City Council on adherence to the provisions of any franchise agreement approved by the City Council and recommend regulations not inconsistent with the terms of such franchise.
Encourage, develop and promote the use of access channels to cable communications and assure that access channels offer a diversity of programming and services to subscribers.
Work with access user groups to develop rules and regulations which are not in conflict with the terms of the franchise agreement.
Develop sources of funding, including but not limited to, private foundation or federal or state grants to further community programming.
Conduct evaluations of the cable system and review and audit reports submitted to the City by a franchisee.
Report annually to the Council in writing, giving a comprehensive and current view of the cable communications in the city and recommending any appropriate actions, including amendments to the ordinance or franchise agreement.
Advise the City Council on future applications for franchises.
Acquaint itself with technological and service developments in the cable communications industry and determine with the franchisee what system enhancements should be pursued in maximizing benefits to be derived for the community.
Certify access user councils, and reporting such certification to the City Secretary.
Establish rules and regulations for use of public access channels until such time as a public access user council has been certified.
Approve the rules and regulations of certified access user councils for use of access channels. Resolve disputes concerning program content, allocation of access funding, channel space, and channel time. Coordinate access activities of access users and user councils. |
