FULL APPLIATION (REQUEST FOR PROPOSAL)

The City’s Neighborhood Services Department/Community Development (NSD/CD) will be preparing for the FY2013 Consolidated Annual Action Plan (CAAP). As such, Pre-Application form(s) must be submitted to Community Development, a division of Neighborhood Services Department, by all interested parties intending to submit a Full Application (RFP) for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG) Programs. This will allow Staff to review and screen all proposals for eligibility and other requirements prior to the submittal of the Full RFP Application. One-on-one interviews will be scheduled for all applicants who have not previously received CDBG, ESG, and HOME Program funding for a project within the last year or as deemed necessary. These interviews will be scheduled with each organization after the Pre-Application forms are submitted to NSD/CD.
Staff will hold Public Hearings, TA workshops, and neighborhood meetings for the City of Corpus Christi’s FY2013 CAAP that includes the CDBG, ESG, and HOME Programs. The purpose of the Public Hearing, TA workshops, and neighborhood meetings are to provide program information, receive comments concerning housing and community needs and answer questions regarding request for proposals and the process. All interested persons of low and moderate income residing in CDBG eligible areas are invited to attend any of the following meetings except for December 6 at 1:30 p.m. This is exclusive for City Departments only.

Nonprofit organizations providing services to low and moderate income individuals are invited to attend any of the above meetings except for December 6, 2012 at 1:30 p.m. However, nonprofit organizations and interested parties will be required to submit a Pre-Application form and attend a TA Workshop if they are submitting a Full RFP Application for FY2013 CDBG, ESG, and/or HOME Programs.
Staff will release the FY2013 Pre-Application form onNovember 1, 2012, with the release of the Full RFP Application on December 3, 2012. Pre-Application forms and Full RFP Applications will be available at the above scheduled TA Workshops and Neighborhood Meetings and at the following website- www.cctexas.com/communitydevelopment and/or at NSD/CD, City Hall, 2nd Floor, 1201 Leopard St., Corpus Christi, TX. Hard copies of Pre-Application forms must be submitted to CD no later than 5:00 p.m. on Friday, November 16, 2012, with hard copies of the Full RFP Application due no later than 5:00 p.m. on Friday, January 18, 2013.
