IT VISION
In order for the City to maximize its value from investment in technology, it is important that there be a high level of coordination and planning. Such an effort must include the development of a multi-year strategy and technical standards. |
PROCESS
Several years ago, the City, under the guidance of a Citywide Technology Steering Team and with input from surveys and focus area subgroups, completed a comprehensive multi-year, IT strategy and established technical standards and processes thoughout the organization.
IT strategic planning is integrated with the budget process and is based on an annual identification of strategic goals (usually no more than six), along with the development of a list of projects that are generally department-specific, but which often contribute to the established goals. Effective IT strategy goes beyond a static document and requires continuing conversation.
Departments now also follow a Change Management Policy and Process to ensure technology development is responsible, predictable and coordinated. An Information Technology Governance Guide establishes a framework for assuring that activities engaged in by MIS reflect the business needs of the City and its departments. Governance has the goal of business-technology alignment, which is one of the primary elements that help an organization derive maximum value for its technology investments.
